Conference 'The Challenges of a Changing International Energy Market'

This event will bring together high-level participants from government, industry and academia across Eurasia to review the ways that international energy markets are changing, and what this means for the sustainability and reliability of the global energy economy. The aim of the Conference is to discuss how policies of producer and consumer states and frameworks for the international trade of energy can provide reliable signals that can guide long-term decisions on resource depletion, investment and market design.
Setting the scene for the debate will be the Secretary General of OPEC, H.E. Abdalla Salem El-Badri, and Mr Didier Houssin, Director for Oil Markets and Emergency Preparedness at the International Energy Agency. The discussion itself will be based on presentations from key government and industry figures, and organised in two sessions: ‘States and Markets: Policy Choices along the Energy Value Chain’ and ‘Long-term Investment Decisions and Policy Uncertainty: How to Manage Risk?.
The Conference is organised by the Energy Charter Secretariat, the International Energy Agency and the Austrian Federal Ministry for Economics and Labour. Attendance is free of charge, but the organisers reserve the right to restrict participation in line with capacity limits of the conference venue. The Conference languages will be English and Russian, with simultaneous translation provided.
'Policy Developments and Challenges in Delivering Energy Efficiency'
The Energy Charter has highlighted the contribution that energy efficiency can make to achieving environmental policy goals at a Ministerial Meeting of the 'Environment for Europe' process in Belgrade, Serbia on 8-10 October 2007.
The document presented to Ministers by the Energy Charter focuses on the policies and approaches that have allowed governments to turn a political commitment to energy efficiency into tangible results. It is based on a larger analysis - 'Policy Developments and Challenges in Delivering Energy Efficiency' that was published by the Secretariat in the run-up to the Belgrade Conference, and which is now available in full on the Charter's website.
Looking to the Energy Future of Uzbekistan
Uzbekistan has ambitious plans to expand energy production and export, and sees foreign capital and expertise as an integral part of this strategy. This was the message passed by the Uzbek authorities to Secretary General André Mernier during his visit to Tashkent on 9-10 October 2007.
Investment, Diversification and Efficiency the Energy Priorities for Belarus
With prices for imported natural gas rising, the context for Belarusian energy policy is changing fast. This is reflected in a new concept of national energy security, which has been developed by the Belarusian authorities and which puts a strong emphasis on the need to attract new investment in the energy sector, to modernize the country’s energy infrastructure, to diversify the energy mix, and to save energy. These were also the topics on the agenda during a visit by Secretary General André Mernier to Minsk on 26-27 September 2007.
